School District of Philadelphia Capital Improvement Program Simon Gratz High School Philadelphia, PADRM International, Inc. (DRM) performed construction management services including but not limited to pre-construction services, value engineering, bidding and procurement support, field oversight and coordination, schedule/phasing oversight, quality control/quality assurance, safety monitoring, and building commissioning, that was assigned by the Philadelphia School District Director of Capital Programs. Construction management services were provided thorough pre-construction, construction and post construction activities. Strict emphasis was placed on safety, communication, quality assurance, schedule, and budgetary matters.
- Pre-Construction Services:
DRM performed and prepared constructability review on 90% Construction Document Phase Drawings. In addition, we provided a final cost estimate on 100% Construction Document Phase Drawings.
- Field Oversight and Coordination Services:
DRM performed all of the construction field oversight services and related services including coordination, quality control/quality assurance, quality oversight, site management, logistics, HAZMAT, Non-Conformance reports, schedule/timeline/phasing oversight, cost oversight, and provided all of the deliverable documents during the construction phase, which included monitoring construction progress, directing the Contractors when schedule recovery was required and instruct and inspect their work, to ensure that they were performing in accordance with the Construction Document Phase drawings and Construction Documents. DRM also documented the Change Management process (including RFI’s, Design Bulletins, Field instructions, requests for change, change orders and construction change directives) using Prolog.
DRM also ensured that contractors’ submittals were in accordance with submittal requirements prior to transmittal to the design consultant; in addition, all submittals and progress payments were processed in Prolog. DRM also reviewed and approved the contractors’ schedule of values, and entered the Contractors’ payment applications for approval by the PSIT. - Safety Monitoring Services:
DRM was responsible for approving and recommending contractors’ safety Plans for each project. He ensured that the contractors were working in accordance with the approved Safety Plan and the School District of Philadelphia OCIP. Safety officers were provided by the DRM to conduct audits and monitor construction safety. DRM staff attended the contractors’ weekly tool box safety sessions, maintained NCR log using Prolog, and had the authority to issue Non-compliance reports, corrective actions, and stop work notices (where required).
- Building Commissioning Services:
DRM ensured that the work by other School District departments coordinated with the work of our contractors. DRM also ensured that contractors maintained progressive as-built construction drawings, and reviewed the final drawings. He also coordinated between the PSIT and contractors for training sessions. He attended the turnover meeting with the School District and the contractors, and ensured that the contractors’ punch lists were entered into Prolog, conducted substantial completion inspections with the PSIT and the Design Consultant, issued notices of substantial completion and conducted the final inspections with the PSIT.
